Racist Police in the USA: Found Guilty of Crimes Against Humanity

The press conference will be the occasion to hear from a distinguished panel of international legal experts who served as commisionners with extensive backgrounds in the fileds of social justice and Human Rights. The Commission of Inquiry on Systemic Racial Police Violence issued a report to be presented during the press conference. The speakers will present these Findings and Recommendations in advance of the UN High Commissioner presenting her report on systemic racism and police violence later this month during the 47th Regular Session from 21 June 2021 to 15 July 2021

The purpose of the Commission of Inquiry on Systemic Racial Police Violence is to examine whether widespread and systematic racist violence in policing against people of African descent in the United States of America (U.S.) has resulted in a continuing pattern of gross and reliably attested violations of human rights and fundamental freedoms.

The Mandate of the Commission:

Conduct a thorough investigation into anti-Black violence perpetrated by police in the United States both historically and in recent times, with an emphasis on evaluating the most recent cases and addressing the connection of the current cases to the history of failing to address systemic racism;

Make recommendations, in particular on accountability measures, with a view to avoiding and ending impunity and ensuring legal accountability for such violations and abuses, and to protecting people against further abuses; and

Present a report to the UN High Commissioner, other relevant international bodies and the general public by April of 2021 in time to allow the High Commissioner to utilize the information produced by the Inquiry Commission in her report to the Human Rights Council.

Methods of Work of the Commission

The International Commission of Inquiry on Systemic Racist Police Violence against People of African Descent in the United States will collect and assess relevant information for its investigation and document victims’ testimonies, accounts of survivors and witnesses;

In carrying out its work, the International Commission of Inquiry on Systemic Racist Police Violence against People of African Descent in the United States will be guided by the principles of independence, impartiality, objectivity, transparency and integrity.

The International Commission of Inquiry on Systemic Racist Police Violence against People of African Descent in the United States will develop cooperation with the United Nations, including its specialized agencies and mandate holders, and collaborate with non-governmental organizations.  The Inquiry Commission will also be in contact with most of the Civil Rights organizations which have worked on this problem in the United States.
