International law, one of the foundations of peace, international relations and the protection of human beings, is being increasingly disregarded by states, including Western democracies, and military groups. A new, blurred and worrying system is now rife: a rules-based order. Who are the states imposing it, and why? What are the rules, values and issues that govern this new world order, which is revealing new power relations and fractures that are tearing the international community apart?
