The upcoming COP29 United Nations climate summit in Azerbaijan beginning on 11 November is taking place at the end of a year dominated by wars, elections and extreme weather events. Even then, climate change has seen signs of slipping down the international agenda, raising the risk that governments slow their pace in reducing greenhouse emissions. Against this backdrop, countries will gather in Baku with the challenge of coming to an agreement on the summit’s most important tasks: to agree on a new funding target to help developing countries cope with climate change.
Will wealthy nations be able to put aside their competing positions and political agendas to agree on a new deal to replace their current commitment of $100bn a year? Will they also follow through on a pledge “to transition away from fossil fuels” made at last year’s COP, especially in a host country whose main wealth derives from the industry? Will remaining issues regarding carbon market guidelines be ironed out? Amid a complex geopolitical environment, can leaders achieve more than hollow commitments?
