The Japan Society for History Textbook and the International Career Support Association invite you to a press conference addressing two written statements submitted to the 63rd Session of the UN Human Rights Council concerning the detention and prosecution of former Philippine President Rodrigo Duterte. Speakers will present concerns regarding complementarity under the Rome Statute, due process under the ICCPR, and the risk of international justice mechanisms being used as instruments of domestic political conflict.

Biographies of speakers

Angelita Muff, Founder ofBuhay Ko Bayan Ko – A Better Philippines, Switzerland

Angelita Muff serves as the Authorised Representative for the European Region of the two Non-Governmental Organisations holding special consultative status with the United Nations Economic and Social Council (ECOSOC): the International Career Support Association and the Japan Society for History Textbook. At this press conference, Ms Muff will present the key findings of two written statements jointly submitted by these organisations to the 63rd Session of the UN Human Rights Council, which will form the basis of the discussion. 

Ms. Muff is the founder of Buhay Ko Bayan Ko, a Swiss-registered charitable organisation supporting community development initiatives in the Philippines. She has also initiated a Europe-based civil society platform engaging media, political, and academic stakeholders across Europe on institutional narratives concerning human rights in the Philippines.

A committed advocate for women’s professional advancement, Ms. Muff is a founding member of the Smart Ladies’ Investment Club in Zurich, established in 1997, and a member of the European Women Lawyers Association and Juristinnen Schweiz.  She brings nearly three decades of professional experience in corporate governance, risk management, legal and regulatory compliance within the Swiss financial services sector, having held senior positions at leading banks and insurance companies. Ms. Muff holds a master’s degree in European and International Business Law from the University of St. Gallen, Switzerland.

Dr. Shunichi Fujiki, Executive Director and UN Representative of the International Career Support Association (ICSA), Japan

Dr. Shunichi Fujiki is Executive Director and UN Representative of ICSA, an NGO with Special Consultative Status at the UN Economic and Social Council (ECOSOC). Since 2014, he has actively engaged with the UN Human Rights Council in Geneva and New York, delivering oral and written statements on human rights, due process, freedom of expression, judicial independence, and the impartiality of international institutions.  He holds a Ph.D. in Naturopathy and views health and human rights as inseparable elements of human dignity. In 2012, he received the honorary title of Kentucky Colonel from the Governor of Kentucky, USA. 

Dr. Fujiki also serves as Advisor to Global Education Inc., Senior Researcher at the International Research Institute of Controversial Histories (iRICH), and Director of GRICH. In 2019, he founded the International Council Against Monopoly (iCAM) in Paris, where he serves as CEO. For over 30 years, he has been CEO of BELTEK International Corporation Japan, supplying automotive products to approximately 40 countries. 

About This Press Conference:  At the 63rd session of the UN Human Rights Council in 2026, Dr. Fujiki submitted a written statement on behalf of ICSA titled “The Detention of Former Philippine President Rodrigo Duterte: Concerns under International Human Rights Law and the Rome Statute.”Dr. Fujiki maintains that international justice must be independent, impartial, and free from political influence, and that human rights mechanisms must protect the fundamental rights of all persons without discrimination or selective application.

Chona Abiertas Tenorio, Founder of Voice and Justice Association

Chona Abiertas Tenorio is a Spanish Filipino lawyer and human rights advocate based in Barcelona, with over a decade of legal practice in international law, immigration, and labour law. She is the Founder of the Voice and Justice Association, dedicated to protecting human rights and vulnerable communities.

Ms Tenorio previously served as Honorary Consul of the Philippines in Barcelona (2018–2020), supporting the Filipino community and collaborating with the POLO-OWWA Office and the Philippine Embassy in Madrid. A member of the Barcelona Bar Association, the Council of Bars and Law Societies of Europe (CCBE), and Instituto Hispano-Luso-Americano de Derecho Internacional (IHLADI), she holds a law degree from the University of Barcelona and a master’s in legal Practice from the Universidad Complutense de Madrid, Spain.  Her work has been recognized with several honours, including the Empowered Woman Award (2018) and the Gawad Kalinga Award (2022).

At this press conference, Ms. Tenorio will present the second written statement – authored by concerned Overseas Filipino Workers (OFWs) in Europe – which was jointly submitted by the ICSA and the JSHT to the 63rd Session of the UN Human Rights Council, which will form the basis of the discussion.
