Description
Libya has been without a unified government since 2014, producing a decade of competing administrations, parallel institutions and intermittent conflict that has left the country’s political process in a prolonged state of paralysis. The most recent attempt, in 2021, produced the Government of National Unity, but failed to deliver the national elections it promised, deepening public disillusionment and widening the divide between rival factions. It is against this backdrop that the initiative has been formed, aiming to present a credible pathway forward, moving Libya from crisis management to solution making, and towards the election of a new executive authority.
The initiative calls for the launch of a consensual process for the election of a new executive authority, contributing to the unification of state institutions, restoring confidence in the political process, and creating the appropriate conditions to complete the country’s national milestones on the basis of transparency, partnership and the public interest.
The international dimension of this initiative is significant. Libya’s stability is inseparable from the broader stability of the Mediterranean region, and the European Union has a strong and direct interest in a peaceful, stable and unified Libya. From migration to energy security, to trade and regional cooperation, the relationship between the EU and Libya is one of mutual consequence.
The Initiative is founded upon the following principles:
- Ending the state of political and institutional division in Libya
- Launching an inclusive Libyan process for the election of a new executive authority enjoying national legitimacy and broad consensus
- Supporting efforts to unify state institutions and enhance their effectiveness
- Creating a conducive environment for completing the constitutional and electoral process
- Promoting the values of dialogue and national reconciliation while placing the supreme national interest above all other considerations
- Affirming the right of Libyans to shape their future through an independent and responsible national will
The Press Conference will include:
- The official announcement of the National Initiative and the presentation of its objectives and principles
- The presentation of the proposed road map to end political division
- An explanation of the mechanisms and process for electing the new executive authority
- A question-and-answer session with members of the media and representatives of participating entities
