According to a joint statement issued by a group of 18 Syrian civil society organizations five key aspects related to the transitional period in Syria need to be addressed if lasting peace and stability is to be established in Syria:
1. Independent monitoring of all prison and detention facilities in Syria and the release of individuals arbitrarily detained
2. The establishment of a national and independent fact-finding commission to document violations of international law committed by all parties to the conflict
3. Security sector reform
4. Measures to facilitate the voluntary return of refugees and displaced persons and to restore their property
5. Individual and collective reparations to all civilians affected by the conflict.
